Sanction Order filed January 23, 2009

The Judicial Conduct Board filed a Complaint against Judge Willie F. Singletary charging that he was subject to discipline under Article V, §§17(b) and 18(d)(1) of the Pennsylvania Constitution because, in the course of his campaign for judge of the Philadelphia Traffic Court, he personally solicited campaign funds, and made remarks to the effect that those who contributed could expect favorable treatment in his court if elected, which he was. The judicial officer and the Judicial Conduct Board submitted stipulated facts in lieu of trial. Based upon those facts, the Court concluded that Respondent’s conduct was a violation of Rule 15D.(1), Rule D.(3) and Rule 15D.(4) of the Rules Governing Standards of Conduct of Magisterial District Judges and also was conduct which brings the judicial office into disrepute.

Following a sanction hearing, Respondent was publicly reprimanded and was placed on probation until January 23, 2011.
