President Judge Emeritus James E. Russo
Judge James E. Russo was elected as District Justice in 1975. He had presided over cases covering eleven (11) municipalities and townships in Allegheny County. His caseload involves criminal, summary, civil and traffic cases.
Judge Russo is a District Director of the Allegheny County Special Court Judges' Association. He served as President of the Special Court Judges' Association of Pennsylvania from 1983 through 1986. In June 2003, Judge Russo was presented with the Themis Award for his years of service as a member of the Special Court Judges' Association of Pennsylvania.
Judge Russo was appointed by the Supreme Court of Pennsylvania as Chairman of computerization of all 538 District Courts in the State of Pennsylvania. Completion took place on December 17, 1992. The Commonwealth of Pennsylvania is the first state in the United States ever to complete such a program.
On August 25, 1993, Judge Russo was appointed by the Supreme Court of Pennsylvania to serve as the first District Justice in the Commonwealth of Pennsylvania to serve on the Judicial Conduct Board. The Board hears all complaints filed against any judicial officer. Judge Russo was then appointed by the Supreme Court of Pennsylvania on August 7, 1998, to be a member of the Pennsylvania Court of Judicial Discipline. On July 10, 2001, he was elected President Judge of the Court.
Judge Russo's community activities include setting a program for young juveniles under the age of 18 to keep their criminal record clean. He also is listed in "Who's Who in Law Enforcement" by the American Federation of Police. He also was named "Man of the Year" in 1976 by Sewickley Historical Society.
Judge Russo graduated in 1975 from Shippensburg State College, Minor Judiciary Course. He is an associate member of the American Bar Association and an associate member of the Allegheny County Bar Association.
