Past Judge Carol K. McGinley
Carol K. McGinley has been a Judge in the Court of Common Pleas, which is the trial court of Lehigh County, since January of 1986. Prior to her election, she practiced law for twelve years in the law firm now known as Gross, McGinley, LaBarre & Eaton. While on the court, she has served in all divisions, civil, criminal, family and juvenile.
Judge McGinley is a leader in Pennsylvania's Juvenile Justice efforts. She is a member of the Juvenile Court Judges' Commission since 1991, having been appointed Governors Casey, Ridge and Rendell. She served as chairman of the Juvenile Court Judges' Commission from July, 2000 to July, 2005. In January of 2001, she was appointed to the Supreme Court Juvenile Court Procedural Rules Committee as Vice Chairman. She also served as a member of the Children's Cabinet of Pennsylvania.
She is a past President of the Pennsylvania Trial Judges, and provided the orientation training of all trial judges elected in Pennsylvania from 1989 through 1993. From 1993 to 1996, she was appointed Judge on the newly established Court of Judicial Discipline, which is the court responsible for the enforcement of judicial ethics.
By appointment of the Pennsylvania Supreme Court she sat as Chairman of the Pennsylvania Board of Law Examiners from April 1990 to April 1992. The Board of Law Examiners is responsible for the admission of attorneys to practice law in Pennsylvania.
Judge McGinley is a graduate of Georgetown University Law Center. She is the recipient of the James Madison First Amendment Award from the Greater Philadelphia Chapter, Society of Professional Journalists (June 2000) and the Distinguished Leadership Award from the Juvenile Court Judges Commission (2005).
She has three children.
