Judge William D. Bucci
On October 5, 2006, Judge Bucci was appointed to the Court of Judicial Discipline by Governor Edward G. Rendell.
Judge Bucci has gained the respect of corporate and community leaders in the Greater Philadelphia area for his commitment to philanthropy and exceptional professional skills in the brokerage and securities industry.
He has more than twenty years of experience in brokerage and securities. Currently, a Senior Vice President, Private Client Group at Ryan Beck and Co., he is responsible for the management of over $400 million in assets and is a member of the firm's "President's Council" acknowledging proficiency in client services, professionalism and revenue achievement. He is registered with the N.Y.S.E., A.S.E. and N.A.S.D.
A native of Philadelphia, Pennsylvania, Judge Bucci began his business career as a marketing executive with the Xerox Corporation. In 1982 he received the "Marketing Executive of the Year" award after nine months in the field. In 1983 he was recruited by Smith Barney, Harris Upham and Co. and within three years, at the age of 29, was promoted to First Vice President, the youngest full partner in the firm's 110-year history to that time. He was a three-time winner of Smith Barney's "Broker of the Year" award and a life member of its "Chairman's Council." While at Smith Barney he completed "Planning and Control, Inc.," a bottom line management course and was offered an opportunity to manage an office in Oakbrook, Illinois. However, he opted to remain in the retail brokerage area of the financial industry. In 1992 he left Smith Barney to become Senior Vice President of Investments at Shearson Lehman Brothers and later moved on to spend approximately eight years at Prudential Securities and Legg Mason Wood Walker, Inc., building two successful five-person retail brokerage partnerships and earned membership to the "Presidents' Clubs" at both firms.
Judge Bucci is admired for his volunteer and philanthropic work. He is currently in his second two-year term (2005-2007) as the State President of the Grand Lodge of Pennsylvania, OSIA (elected unanimously at convention, in June 2003 for a first term of two years). The Order Sons of Italy in America is the largest and oldest national organization of American's of Italian decent, representing over 2.5 million family members (Pennsylvania is OSIA's largest state for membership). As such, he is the CEO of the Grand Lodge of PA's Benefit Insurance Fund. He has served as Third, Second and First State Vice President; Pennsylvania State Membership Chair (two terms); Pennsylvania State Grand Deputy (five terms), and has been a member of many other state committees. In 1995 he chaired "A Night of Culture and Entertainment" at Girard College for the Italian-American community in Pennsylvania hosting over seven hundred attendees. He has served as a fundraiser for the Sons of Italy Foundation, co-chairing the Program Journal for the annual NELA Dinner in Washington (1997-2004). This Gala has helped to raise over $100 million dollars for scholarship and charitable causes.
He also served the Ivy Ridge Lodge #251, Order Sons of Italy in America as President (three two-year terms), Vice President, Trustee, and Financial Secretary over a 15-year period. Ivy Ridge #251, voted him "Man of the Year" in 1982 and in 1992. More recently he received the Charitable and Education Trust's 20th Annual Purple Aster Award for his community and civic involvement at the 2003 Purple Aster Ball (raising over $250,000 to be used for high school and college scholarships).
The recipient of numerous awards: Certificate of Special Congressional Recognition from the Congress of the United States of America; knighted "L'ONORIFICENZA DI CAVALIERE (III) CLASSE" from the Republic of Italy on February 3, 2003; two "Letters of Commendation" from the Commissioners of Montgomery County, PA; a Citation from City Council/City of Philadelphia, a Proclamation from the County of Westmoreland, PA "In honor of William D. Bucci" (February 26, 2004) and 105th Congress Official Statement, "Praise for excellent work" helping the Italian-American community in the U.S.A., as published in the Congressional Record of the Congress of the United States of America. He served four years (1996-1999 inclusive) on Congressman Jon Fox's (13th Congressional District, PA) Service Academy Selection Committee. He also served as a member of the Blue Bell, PA chapter of the Rotary. He has been a fundraiser for the National Italian American Democratic Leadership Council and the Republican National Committee. On March 7, 2003, the Honorable Order of Kentucky Colonels, Paul E. Patton, Governor commissioned Judge Bucci a "Kentucky Colonel", the State of Kentucky's highest honor. He also participated in the planning of the American Cardinals Dinner, benefiting the Catholic University of America held in April 2002 in Philadelphia where over $1 million dollars was raised in one evening. He was nominated and unanimously approved to serve on the board of trustees of Cabrini College in Radnor, PA (October 2004-2007 term) and is currently serving his second one-year appointment (June 2003-2004/2005-2006) on the board of the Glen Mills School in Glen Mills, PA (this appointment was made by the Judges of the Philadelphia Court of Common Pleas and he was unanimously reappointed for the second one-year term in June 2005). He is a member of The Association of Governing Boards of Universities and Colleges and Legatus (an international organization of Catholic CEOs).
Judge Bucci is a life member of the U.S. Naval Academy Athletic Association (one of only approximately 725 members globally) and currently is in the process of becoming a U.S. Naval Academy Blue and Gold Officer (as appointed by the Department of the Navy), an active member of the Pennsylvania Sports Hall of Fame (Summit Chapter), a member of the Markwood Basketball Club and a Third Degree Knight of Columbus. He is a member of the Charity Lodge #190, Brotherhood of Free and Excepted Masons. He is a member of the Roman Catholic Alumni Association, Thomas E. Cahill Guild (in 1974, as a senior at Roman Catholic, Bucci received the "Thomas E. Cahill Outstanding Merit Award"). He co-chaired the Roman Catholic Capital Funding Campaign in 1996-1997, helping to raise approximately $2.5 million. He served for two years on the board of the Philadelphia Eagles Fly for Leukemia Charity and is the Philadelphia-North Vicariate for the Catholic Charities Appeal (2000-current) Archdiocese of Philadelphia where he has helped to raise over $2 million each year. Philadelphia Magazine has featured Bucci in an article on American's of Italian decent where he was designated as one of the area's distinguished "Italian Problem Solvers." He is an accredited CYO coach (having coached 10 years) and served as the head JV coach at Cardinal Dougherty High School for a period of time
In 1974 he received both a Congressional Nomination from the Honorable Lawrence Coughlin (PA 13th Congressional District) and a Presidential Nomination to the United States Naval Academy in Annapolis, Maryland.
Judge Bucci graduated from Admiral Farragut Academy, a United States Naval Academy Preparatory School (1975 as a post-graduate). While at Farragut he served for a short time aboard the USS Mount Whitney (a naval communications ship anchored in Norfolk, Virginia) and went on to receive the Department of the Navy's Certificate of Completion for one year of study as prescribed by the Chief of Naval Education and Training, the Naval Junior Reserve Officer's Training Corps. He was a member of "Honor Company," carried the school flag as a part of the "Color Guard", was decorated with the Academic Ribbon for Excellence and co-captained the inter-company football squad. He received a second Congressional Nomination from Hon. L. Coughlin to the U.S. Naval Academy and Head Master's nomination to the U.S. Military Academy at West Point, N.Y. He received a Bachelor's Degree from Temple University (Philadelphia, PA), College of Liberal Arts "Honors Program" in 1980.
